中铁五局在推行架子队建设的过程中,把转变架子队承包机制作为核心内容之一,取缔了大包分包,变更承包主体,将项目经济承包模式的主要形式,由过去项目部向劳务队承包,改为项目部向架子队、架子队向作业工班内部工费承包。进一步落实架子队的责任成本管理,建立架子队全员、全方位、全过程控制的责任成本管理体系,使责任成本在每一个阶段、每一个环节、每一项经济业务中都得到有效控制。
