Comrades: The annual meeting of the Chinese Institute of Finance, the Tenth National Seminar on National Finance and the National Conference on Scientific Research in Fiscal Crisis have made great strides in the drastic changes in the international situation and in the domestic flood fighting and disaster relief. The national economy has continued to improve and the financial task is arduous. The meeting held to exchange research results of the financial theory to explore how to give full play to the financial functions in the planned commodity economy, to study ways and measures to overcome the current financial difficulties, deepen the reform and revitalize the finance;
