农村中学地方课程建设存在的问题是过去和当前相关教育政策执行的结果,因此解决这些问题应从地方课程建设的政策入手。从教育政策的角度来看,当前农村中学地方课程建设存在政策调整幅度过大、政策资源匮乏、政策执行主体尤其是教师地方课程建设能力不足、政策配套措施缺位等问题。采取渐进式的地方课程建设方式、营造全社会支持地方课程建设的文化氛围、提高农村教师素质、建立科学的地方课程考核与评价体系是推进农村中学地方课程建设的有效措施。
The problems in the construction of local curriculum in rural middle schools are the result of the implementation of education policies in the past and the present. Therefore, solving these problems should start with the policy of local curriculum construction. From the perspective of education policy, there are some problems in current local curriculum construction in rural middle schools, such as the excessive adjustment of policies, the lack of policy resources, the lack of capacity of policy implementing bodies, especially teachers’ ability of local curriculum construction, and the lack of supporting policies. It is an effective measure to promote the construction of local curriculums in rural middle schools by taking a gradual approach to building local curriculums, creating a culture of support for local curriculums throughout the whole society, improving the quality of rural teachers, and establishing a scientific system of local curriculum appraisal and evaluation.
