随着1998年修订的《村民委员会组织法》的实施,我国的农村政治民主建设取得了显著的成就,但是也存在许多问题,如村民的民主法治意识不够强,农村政治民主制度建设不完善,村委会和乡镇政府的关系、村“两委”关系问题突出等。而产生问题的原因复杂多样,包括文化、经济、法律制度等多个方面。笔者希望通过加强政治民主宣传教育、完善政治民主制度建设、进一步抓好以党支部为核心的村级组织建设和大力发展农村经济等,进一步推进农村政治民主建设的发展完善。
With the implementation of the Organic Law of Villagers Committees revised in 1998, China’s rural political democracy has made remarkable achievements. However, there are also many problems. For example, villagers’ awareness of democracy and rule of law is not strong enough, the construction of rural political democracy is not perfect, The relationship between the village committee and the township government, the village “two committees ” prominent relationship problems. The causes of the problems are complex and diverse, including aspects of culture, economy and legal system. I hope that by strengthening political and democratic advocacy and education, perfecting the building of a political and democratic system, further grasping the construction of village-level organizations with the core of party branches as the core and vigorously developing the rural economy, we will further promote the development and perfection of political and democratic construction in rural areas.
