针对我国水资源保护面临的现实,借鉴在国外的研究经验,提出地下水保护的水源地保护带划分的概念,将地表补给区划分为“三带”,对“三带”划分的原则、理论依据和技术方法给出了较详细的说明,认为“三带”的划分和50天线的确定要充分依据地下水的动力学特征、细菌在地下水中的消减规律和地下水覆盖层的性质来确定,地下水的动态特征、赋存形式和不同岩石的保护程度指数I影响50天线的范围。在确定保护带的基础上,要加大环境保护的执法力度,针对不同保护带提出明确的环境标准和技术规范,在这方面,我国在环境科学技术上还是薄弱的,应予加强技术研究和示范,逐步建立适合我国特色的技术标准体系。
