航运业是关系到国计民生的重要产业,海员队伍是航运业内最活跃、最具保障性和主导力的因素。航运强国的建设离不开船员队伍的支撑,船员队伍的发展需要吸引优秀年轻人的加入。关于吸引年轻人从事航海职业,本人有如下三个层次的思考和建议:一是国家政策层面的关怀优待。建议国家充分考虑船员资源全球性和稀缺性的现状,根据我国海洋强国建设的相关规划对海员职业和队伍发展进行顶层设计,全面总结近年来船员职业吸引力不断下降的复杂因素,从政策层面体现对船员职业
The shipping industry is an important industry that has a bearing on national economy and people’s livelihood. The seafarers are the most active, the most assured and the most dominant factor in the shipping industry. The building of shipping power can not be separated from the support of seafarers. The development of seafarers needs to attract outstanding young people to join. With regard to attracting young people to engage in navigation career, I have the following three levels of thinking and advice: First, national policy-level care and preferential treatment. It is suggested that the state should give full consideration to the current situation of global and scarce resource of sailors and carry out the top-level design of seafarers’ occupations and team development according to the relevant plans for the building of a maritime power in our country and comprehensively summarize the complicated factors of declining occupational attractiveness of seafarers in recent years and reflect from the policy level Crew occupation
