各專署專員、各縣縣長: 查華北各大都市,均已先後全部解放,为了迅速安定社會秩序及變消費城市為生產城市:我政府對所有流散在都市之敵偽人員,無業游民,原則上均行遣散還鄉生產。近據反映,各地行政人員,有些不能很好體會我之爭取改造教育方針,妥善處理,對被遣散還鄉人員之安家生產問题,很少給以指導與帮助,致使許多還鄉人員,對我政策發生懷疑,不能安心生產,有的到處流散,有的竟又逃到城市,寧願流散而不願還鄉。長此下去,不但減少農村勞動力,城市秩序,亦受不少影響。希即教育所屬區村幹部,對還鄉人員除分別不同情况,在政治上警惕注意外,應本爭取改造教育方針,適當安置俾能從事生產
