Public television is a kind of “private, civil, people enjoy ” television system. Its significance and value lie not only in specific media services, but also in advocating and practicing the concepts of publicity such as “fairness” and “sharing” or leading or balancing off or supplementing to promote the overall enhancement of the public service level of television.
