【正】 农村土地使用制度建设,是稳定和完善家庭联产承包责任制的核心内容。近几年来,随着农村改革的深化和市场经济的发展,各地在土地使用制度建设中,创造了许多好的经验和做法,很值得我们总结推广。一、我省土地经营的主要形式 一是均田制。这是实行家庭联产承包责任制初期普遍采用的一种形式。当前,这种形式在全省仍占主体地位。据统计,全省实行“均田制”的耕地面积6604万亩,农户1269万户,均占全省耕地、农户总数的65％。从各地情况看,经济发达地区占的比重较小.一般占50％左右;经济欠发达地区占的比重较大,一般占70
