从垄断经济延续下来的发电企业,对市场竞争的认知程度比较低。随着电力行业改革的逐步深入,对发电企业管理提出了较高的要求,发电企业也认识到了实施一体化管理对提高管理水平的重要性。全面质量一体化管理包括ISO 9001标准、ISO 14001标准和OHSMS 18001标准,建立并保持质量管理体系(QMS)、环境管理体系(EMS)、职业健康安全管理体系(OHSMS),最终构筑成三标一体化管理体系。实施一体化管理是发电企业面对不断加快的电力市场化改革新形势,进行管理创新,提升企业综合管理水平,步入质量效益型发展轨道的必由之路。
