教科文事业承担着为社会经济发展提供人才和科技支撑的重任,与广大人民群众的切身利益密切相关。“十五”期间,各级财政部门牢牢把握教科文事业改革与发展的正确方向,心系群众,理财为民,把实现好、维护好、发展好人民群众的根本利益作为财政教科文工作的出发点和落脚点,在不断加大投入的同时,坚持改革与投入并重,建立健全监督制约机制,保障财政资金管理和使用的安全性、有效性和规范性,促进了教科文事业的长足发展。“十一五”期间,将逐步解决财政教科文工作中的主要矛盾和问题,为我国教科文事业发展提供充足的财力保障和机制保障,更好地服务于构建社会主义和谐社会。
