湖南省林业厅1991年度的林业行政执法检查工作已经结束,共抽查了9个地(州、市)、12个县(市)、54个基层林政执法单位(17个林政股站、19个木材检查站、22个林业站)。林业厅决定把清理林业税费作为制止“三乱”、减轻农民负担的重点来抓。成立了以厅长成瑞湘为组长的治理“三乱”领导小组及办公室,各地州市县也成立了相应机构,切实开展工作。首先,各地州市县在自查中认真清理了林业收费项目及有关的法规政策依据。由林
