在湖南省“一带一部”政策的带领下,为了加快城乡一体化的发展速度,湖南省政府进行了一系列的行政区划方案调整,希望通过城镇化的调整改革,促进城市空间的发展与崛起,本文以衡阳市的行政区划调整过程中制度环境激励下的政府行为特征为研究对象,探究地方政府的空间行为选择,并针对行政区划调整的结果进行效应分析,畅想今后的湖南省经济可持续发展道路。
