大型城市交通基础设施建设都具有一定的公益性质公共服务产品,一般是由政府使用公共财政资金进行投资建设,后期并运营管理,因而,大量的基础设施建设给国家和地方财政带来繁重的负担,“建设靠政府,运营靠补贴”成为普遍现象。针对这一状况,在滨海站交通枢纽的建设中,通过科学谋划,吸引各类资源和投资,充分利用土地资源,形成“工程建设与平衡资金的创新模式”、“工程换资金”等融资模式,减轻财政压力和投资建设单位的压力。现笔者结合工作实际,以国有企业建设交通枢纽配套工程为例,对投融资模式与创新进行分析。
