On April 2, 2004, Intermediate People’s Court of Yiyang City, Hunan Province, concluded a rare case of damages to the campus in China. A lovely 11-year-old boy was drowning on the way home to collect money for the payment of a school-leaving allowance of 5 yuan. When the parents of the victims grieved, they pushed the school and the school’s administrative department to the dock. How did this tragedy happen?
