胡锦涛总书记在“七一”讲话中提出,要坚持把干部的“德”放在首要位置,选拔任用那些政治坚定、有真才实学、实绩突出、群众公认的干部,形成“以德修身、以德服众、以德领才、以德润才、德才兼备”的用人导向。“五德”为标准的用人导向,发展了中国共产党历来坚持的“德才兼备、以德为先”的用人原则,进一步提升了“德”的分量,将中国的官德建设提到了前所未有的战略高度。
