近几年来,各级党委政府不断加大对“三农”的投入力度。支农资金的稳定增长,有力地促进了农业、农村经济发展和农民生产条件以及生活质量的提高,推进了社会主义新农村建设。但同时我们应当看到支农资金多头管理、重复投入的问题比较突出,一定程度上影响了支农资金的使用效益和政策效应的发挥。对此,现结合实际谈几点看法。
