由贵州省工商行政管理局、贵州省工商行政管理学会、贵州私营经济研究会等单位联合举办的私营经济研讨会于1993年11月25至27日在贵阳市隆重召开。这次研讨会是在党的十四届三中全会刚刚通过了《中共中央关于建立社会主义市场经济体制若干问题的决定》和我国国民经济持续、稳定向前发展的大好形势下召开的。参加这次研讨会的不仅有来自全国10个省、市、自治区从事理论研究的专家、学者,而且有长期从事个体、私营经济管理工作的实际工作者,共计60余人。收到论文和调查报告近50篇。在开幕式上,贵州省委常委、贵州省人民政府副省长胡贤生同志、原贵州省人大常委会副主任、贵州私营经济研究会名誉会长乔学珩同志到会作了重要讲话。省体改委副主任武鸿麟、省工商联副主委张宗舜以及中共贵州省委宣传部、统战部、研究室、省政协等有关单位的领导也出席了会议。这次会议着重讨论了个体、私营经济的现状、问题及发展趋势;探讨了东西部地区个体、私营经济发展差距及其原因;研究和提出了当前在个体、私营经济理论方面的新动向、新课题。现将研讨会讨论的上述问题综述如下。
The private economy seminar co-hosted by Guizhou Administration for Industry and Commerce, Guizhou Administration for Industry and Commerce, and Guizhou Private Economy Research Institute was held ceremoniously in Guiyang from November 25 to November 27, 1993. The symposium was held at the Third Plenary Session of the 14th Central Committee of the Communist Party of China just after the “Decision of the CPC Central Committee on Several Issues Concerning the Establishment of a Socialist Market Economic Structure” and the sustained, steady and steady development of our national economy. The seminar not only includes experts and scholars engaged in theoretical research from 10 provinces, cities and autonomous regions in the country, but also has more than 60 practitioners who have long been engaged in individual and private economic management. Nearly 50 papers and survey reports have been received. At the opening ceremony, Comrade Hu Xianheng, the vice governor of Guizhou Provincial People’s Government, former deputy governor of Guizhou Province, Comrade Qiao Xueheng, former director of Guizhou Provincial Standing Committee of People’s Political Consultative Conference and Honorary President of Guizhou Private Economic Research Society, made an important speech. Wu Honglin, deputy director of the Provincial Commission for the Reform and Reform Commission, Zhang Zongshun, vice chairman of the provincial Federation of Industry and Commerce, and leaders of the Propaganda Department, the United Front Work Department, the Research Office and the provincial CPPCC Committee of the CPC Guizhou Provincial Committee also attended the meeting. This meeting focused on the status quo, problems and development trends of individuals and the private economy; explored the development gap between individual and private sectors in the eastern and western regions and their causes; and studied and proposed the current new trends in individual and private economic theory and new Question. The above issues discussed in the seminar are summarized below.
