政策,作为当今最常见的社会现象,我们随时都能感觉到它的存在,尤其在我国社会经济向市场经济改革过渡时期更是一刻也离不开的。这不仅是因为它是我们党和政府为实现一定历史时期路线和目标的行动准则,保证我们改革开放大业的健康发展,更重要的是人们已发现和感受到了政策的生产力作用。改革开放以来,卫生防疫工作改革较好地利用和开发利用国家卫生政策,卫生防疫资源得到未曾有过的发展速度,卫生防疫工作任务、职能作用适时发生适应新经济形势的转变,有力地促进了生产力强化与进步的基本基础。在充分利用国家政策的同时,还应特别重视和加强开发利用政策的工作。
