Chairman, Vice-Chairmen, Members, and Comrades: In our province, education is based on the established policies of Chapter V of the Common Program and proceeding from the actual conditions of our province, respectively, to build the national, scientific and popular new-democratic education . In the first half of 1950, there were seven universities and colleges in the province, with 756 faculty members and 1958 undergraduates and researchers. There were 247 secondary schools, 4,334 faculty members and 54,460 secondary school students (excluding students absorbed by military and government schools): as compared with 1949
