一、乌鲁木齐市提高出租车起步价的内容及意义乌鲁木齐市分别在2010年12月9和2013年4月3日,因气价上涨、运价偏低、出租汽车司机流失、供需矛盾加剧、市民“打的难”以及“黑车”盛行等问题,召开了两次调整出租车运价听证会,邀请社会各界代表参会,各方就是否提高出租车运价及增加出租车数量纷纷发表意见和建议。最终于2013年4月10日开始,乌鲁木齐市出租车起步价由现行6元可乘3公里调整为10元可乘3公里。续租价、等候费仍按现行标准执行。乌鲁木齐市官方认为,提高乌鲁木齐市出租车起步价至少基于以下三点:第一,现行运价难以承担车用天然气涨价影响。2011
