《1969年国际船舶吨位丈量公约》已于1982年7月18日正式生效。我国船舶检验局根据公约的规定,制定了《海船吨位丈量规范》,并于1985年11月15日正式实施。公约和规范是丈量和计算国际航行船舶吨位的法定文件,为了准确无误地执行公约和规范,就应当对他们有一个较为透彻的了解,不但应该了解其由来和发展,还应该了解公约的重要内容、存在的问题以及今后可能发生的变化。为此,本文将对这些问题做一些介绍,希望能对大家在理解、执行公约和规范时有所帮助。
The “1969 International Convention on the Measurement of Tonnage of Ships” came into effect on July 18, 1982. According to the provisions of the Convention, China’s Ship Inspection Bureau has formulated the “Norms for Tonnage Measurement of Sea-going Boats” and formally implemented it on November 15, 1985. Conventions and norms are statutory documents for the measurement and calculation of the tonnage of ships in international navigation. In order to implement the conventions and norms accurately and correctly, they should have a thorough understanding of them. They should learn not only their origin and development, but also the important contents of the Convention The problems that exist and the possible changes in the future. To this end, this article will introduce some of these issues, I hope we can understand and implement the conventions and norms help.
