对质量保证体系与经济责任制的关系,人们有各种不同的认识。有的同志简单地把质量保证体系与经济责任制看作一回事,有的则片面地认为,实行经济责任制就是个人对班组,班组对车间,车间对企业逐级实行经济责任承包,至于个人怎么去干,按不按质量保证体系的标准规范和程序去干,谁也甭管。这是以承包经济责任制代替其它科学管理。以上模糊认识,反映了一些同志对科学管理方法缺乏系统的理解。
People have different understandings of the relationship between the quality assurance system and the economic responsibility system. Some comrades simply regard the quality assurance system and the economic responsibility system as one thing, while others think that the implementation of the economic responsibility system is the individual’s responsibility for the team, the team to the workshop, and the workshop to the enterprise to implement the economic responsibility contractually. How do individuals go and do not follow the standard norms and procedures of the quality assurance system? This is to replace other scientific management with a contractual economic responsibility system. The above vague understandings reflect the lack of a systematic understanding of some scientific methods of management by comrades.
