深化经费资产一体化管理是贯彻落实科学发展观和科学理财的重要举措,也是新形势、新任务对军队财经管理工作提出的新要求。要把经费资产一体化管理的要求落到实处,就要进一步完善财务管理体制,理顺财务管理职责分工,优化一体化管理运行机制。要拓展财务管理的内在功能,完善实物资产核算体系,加强钱物转换的控制。要按照综合预算的管理要求,实行财力资源配置预算化,加大宏观调控的力度。此外,要加快配套管理措施建设,夯实财务保障基础,提高一体化管理的实效。
Deepening the integrated management of funds and assets is an important measure for implementing the scientific outlook on development and scientific management, as well as a new requirement for military financial management in the new situation and new tasks. In order to fulfill the requirements of integrated management of funds and assets, we must further improve the financial management system, rationalize the division of responsibilities in financial management and optimize the integrated management and operation mechanism. We should expand the internal functions of financial management, improve the physical assets accounting system, and strengthen the control over the transfer of money and goods. In accordance with the management requirements of the integrated budget, budget allocation of financial resources shall be implemented and macro-control measures should be intensified. In addition, it is necessary to speed up the construction of ancillary management measures, consolidate the foundation for financial protection and enhance the effectiveness of integrated management.
