我中南区即将展开大规模的土地改革运动,为了防止不法地主逃匿城市违抗与破坏土地改革,以支持农民运动,彻底打垮地主对农村的反动统治,同时并避免造成各地农民随便进城市直接捕捉恶霸地主,而引起秩序混乱,规定土改中到城市逮捕不法地主的手续如下:一、凡不法地主为了违抗和破坏土地改革,逃匿在城市或外地市镇不依法履行回乡申报土地清理手续者,经原乡农民或农民协会向县人民政府或人民法庭控告,经县人民政府审核与县以上人民政府批准,得按以下手续办理。
