水库移民是在水库淹没的特定条件下发生的非自愿移民，有其独特的含义和性质。明确移民的义务与权利，研究移民达标的对策，是搞好水库移民安置的先决条件。本文主要谈谈对水库移民若干问题的认识。
Reservoir resettlement is an involuntary resettlement that takes place under specific conditions inundated by reservoirs and has its own unique meaning and nature. Clear immigration obligations and rights, research immigrants compliance measures, is a prerequisite for reservoir resettlement.
