我国目前正在进行的计划经济向市场经济的转轨,本质上是一个巨大的制度转变过程。制度变迁的最终目标是建立社会主义市场经济体制,而要形成规范的市场经济体制,关键在于政府职能的转换。但由于制度变迁中路径依赖的特点,目前我国的政府职能转换面临巨大的障碍。中央政府应该继续发动强制性制度变迁,冲破前进路上的一切罗网,把制度变迁驶向良性轨道和预定的彼岸。
The transition from a planned economy to a market economy that is currently under way in our country is essentially a huge process of institutional transformation. The ultimate goal of institutional change is to establish a socialist market economic system. To form a standardized market economic system, the key lies in the transformation of government functions. However, due to the characteristics of the path dependence in institutional change, the transition of government functions in our country is facing huge obstacles. The Central Government should continue to launch mandatory institutional changes, break through all the nets on the way, and shift the institutional changes toward the benign track and the scheduled coast.
