加强财政专项资金管理是深化财政体制改革的重要内容,也是提高财政专项资金的使用效率,防止财政资金被非法挪用,减少因财政资金管理问题引致的社会腐败现象发生,从而促进社会经济持续健康、和谐稳定发展的重要手段。本文以科技型中小企业技术创新或技术改造项目的专项资金为例说明财政专项资金管理中存在问题及应对策略。
Strengthening the management of special funds for finance is an important part of deepening the reform of the financial system, as well as enhancing the efficiency of the use of special funds for finance, preventing unauthorized diversion of fiscal funds, reducing the incidence of social corruption resulting from the management of financial funds, and promoting the sustained and healthy social and economic development. An Important Means for Harmonious and Stable Development. This article takes the special funds of technological innovation or technological transformation project of small and medium-sized technology-based enterprises as an example to illustrate the existing problems and countermeasures in the special funds management of finance.
