我院自1961年建院开始到70年代末,公费医疗主要由学校财务科统管,一般程序是医院批,财务科报。这种方法不仅手续繁琐,而且加重了学校财务科的负担,不利于公费医疗的管理。80年代初,医院由自己的财务科管理公费医疗费用,并相应地制定了一些规章制度,把公费医疗纳入有秩化管理,有效地控制了公费医疗费用的增长。但是,近几年来,在社会各方面因素的冲击下,公费医疗费用急剧上升,供需矛盾日益突出,这就迫使我们努力完善公费医疗管理措施,以满足享受者的医疗保健需求。
In our hospital from the establishment of the hospital in 1961 to the end of the 1970s, the public medical expenses were mainly managed by the school’s financial department. The general procedures were the hospital approval and the financial science report. This method is not only cumbersome, but also aggravates the burden on the school financial department and is not conducive to the management of public medical expenses. In the early 1980s, the hospital managed its public medical expenses from its own financial department, and formulated some rules and regulations accordingly. Public expense medical services were included in the management of the rankings, effectively controlling the growth of publicly-funded medical expenses. However, in recent years, under the impact of various social factors, the cost of public medical expenses has risen sharply, and the contradiction between supply and demand has become increasingly prominent. This forces us to strive to improve the public medical management measures to meet the health care needs of the enjoyers.
