为办好刊授党校理论班,我们锦州学区作了多方面的努力,其中最主要的是解决思想认识和加强领导问题。提高认识,加强领导实事求是地说,人们对刊授党校教育的认识是不足的,对办理论班的认识更显得薄弱。有的认为刊授不如函授,有些想念刊授的学员担心刊授文凭“不顶用”。还有一些其它方面办学部门出于竞争的需要,作些相悖的宣传。针对这些模糊认识和不利的因素,我们采取三项措施加大宣传教育工作力度:一是市委组织部、宣传部、党校和市人事局联合发出文件,讲清刊授党校性质以及开办理论班的宗旨、意义;二是召开了专门的工作会议,各级组织部门和办学单位领导都参加了会议,传达文件,提出要求,落实任务;三是抓好入学教育,以开学典礼为契机,向广大学员宣传刊授党校、介绍刊授党校,使他们对刊授党校教育有了进一步的了解和认识,从而解除了疑虑。通过上述
