俄罗斯实行私有化改革的十年历程,既是反映出市场上价格自由化影响了消费者,经济紧缩影响了生产者,国有资产私有化产生新阶层的表象,同时也深刻地揭示出政府必须加强国有资产管理的一般规律,给人们留下了许多值得思考的东西。为了进一步了解俄罗斯在其私有化过程中如何实施国有资产管理改革的情况。由上海市国有资产管理办公室主任陈步林同志带队的赴俄罗斯、土耳其国有资产管理考察团一行7人,于2002年10月10日——10月22日进行了为期12天的考察活动。期间,重点围绕俄罗斯的国有资产管理的问题,考察团先后拜访了俄罗斯圣彼得堡市国家资源管理委员会主席和莫斯科市政府中小企业工作部部长,通过座谈对俄罗斯国有资产管理,以及政府对国有资产的管理政策和法律监管等方面的情况有一定的了解和认识。由于考察时间比较短,只能在一些方面有所了解,难免挂一漏万。但总的感受是,原苏联改革的实践再次证明国有资产管理不但重要,而且是不可或缺的。
