(一) 华东电网严重缺电增建调峰电站刻不容缓华东电网近年来缺电严重,尤其是随着用电结构的变化,峰谷差逐年增大,调峰问题日趋突出。据1982~1987年实际出现的负荷资料统计,最高负荷年平均增长率为8.79%,峰谷差年平均增长率为8.56%。峰谷差与最高负荷同步增汝,达到最高负荷的30%左右。电网内现有水电227.17万kW,其中调峰容量约130万kW。而火电调峰能力有限,且火电调峰电网运行不经济。据对现有火电机组实际调峰能力调查,各类燃油、燃煤机组的负载可调幅度上海市为38%
