危机管理是为了应对突发的危机事件,抗拒突发的灾难事变,尽量使损害降至最低点而事先建立的防范、处理体系和对应措施的一门管理科学。其主要理念有树立危机意识、快速反应化解矛盾、公开坦诚维护公共利益等。而其理念对于公安机关应对群体性治安事件具有重大借鉴意义,为此本文作者站在公安机关的角度,借用危机管理理念提出了自己关于公安机关正确应对群体性治安事件的几点粗浅认识,一是公安机关应该教育广大基层民警,树立危机意识,做好平时的防范工作;二是应该区别情况快速反应,做到因情施策;三是公安机关在对群体性治安事件处置过程中应该做到与参与事件群众真诚沟通,同时利用媒体面向社会发布相关信息。
Crisis management is a management science that is prepared in advance to deal with unexpected crisis events, resist sudden catastrophic events, and try to minimize the harm and deal with the system and countermeasures. The main ideas are to establish a sense of crisis, quick response to resolve conflicts, open and honest maintenance of the public interest. However, its concept is of great reference to the public security organs dealing with public security incidents. To this end, the author of this paper puts forward some superficial understanding about how the public security organs correctly handle public security incidents by using the concept of crisis management. It is the public security organ that should educate the masses of grassroots police at all levels, establish a sense of crisis and do the usual preventive work. Second, we should make a quick response to different situations and make policy decisions. Third, the public security organs should, during the handling of group law and order incidents, Communicate in good faith with the people involved in the incident and make use of the media to release relevant information for the community.
