Chomsky believes that having a language ability means that the mind is in a certain state. More precisely, it is the steady state that a gifted linguistic function reaches through the setting of parameters after exposure to the acquired empirical corpus, which internally characterizes a system of syntactic rules that the speaker “knows” Language knowledge. This thesis first will devote itself to elucidating that linguistic knowledge is a system of syntactic rules, and what difficulties Chomsky’s thesis poses. Secondly, the article will demonstrate that the theory of syntactic rules in Chomsky’s sense It is impossible to fully characterize the linguistic abilities that the speaker possesses, not all the linguistic knowledge that the speaker knows.
