20多年的改革开放,使南京市从封闭走向开放,经济全球化,文化大融合,科技迅猛发展,思想政治工作的传播渠道多样化,彻底改变了传统的“一个本、一枝笔、一张嘴”的思想传播模式,互联网成为重要的大众传媒。群众不再是单纯的被教育对象,而成为创造者、创新者和直接参与者,成为开展和深化思想教育的关键因素,成为促进思想和谐进而实现社会和谐的积极力量。环境的开放性对思想政治工作提出了更高的要求。近年来,南京市在加强和改进思想政治工作的实践中,较多地注重了群众的参与性,形成了以群众参与为导向的工作局面,取得了良好的效果。
