山东省物资局文件 (83)鲁物回字第37号转发临朐县物资局关于开展金属回收工作情况的汇报各地、市、县物资局: 现将临朐县物资局关于开展金属回收工作的材料转发给你们,请认真一阅,结合各自的情况,认真地作一次研究,取长补短,互相促进、共同提高。全省地、市物资局长会议以后,各地正在为贯彻落实好国务院和省人民政府关于回收更新报废汽车、锅炉、设备、库存机电产品(统称“四大类设备”)而积极筹建金属回收公司、调整充实力量,全面开展回收、解体、加工、利用工作。济南、枣庄两市已经市政府批准由物资局成立金属回收公司,烟台地区物资局和淄博物资局已将成立金属回收公司的方案上报行署、市审批,过去已经成立了金属回收公司的惠民、聊城、济宁、临沂等地,根据新形势的需要,进一步调整充实了力量,积极开展工作。各级物资局如何抓好金属回收工作,切实发挥出物资部门“管供、管用、管节约、管回收”的职能作用,临朐县提供了一些新鲜经验:他们从县领导到物资局内部都把金属回收作为物资工作开创新局面的一个重要内容列入议事日程,指导思想明确,认识比较统一,回收政策落实,奖惩措施得力,较好地体现了“四管”的职能作用;他们从当地实际情况出发,同有关部门的关系处理较好,采取双轨跑车,互相支持,有效地发挥了各自的优势;他们对回收经营“四大类设备”的盈亏顾虑作出了肯定的回答。他们只有三个专人,三间房子,干了三个月,盈余纯利三千元。为了组织推广金属回收工作的经验,我们还准备三月份在临朐县召开一定规模的经验交流会,要求各地市积极总结选送县物资局有关这方面的典型材料报我局。附件:如文。一九八三年二月八日
