国家“十三五”规划对文化建设提出了“坚持社会主义先进文化前进方向,坚持以人民为中心的工作导向,坚持把社会效益放在首位、社会效益和经济效益相统一,加快文化改革发展,推动物质文明和精神文明协调发展,建设社会主义文化强国”[1]目标。档案文化建设作为社会主义文化建设的有机组成部分和重要内容,理应得到加强和重视。目前,档案文化建设总体水平还较低,同经济发展水平,同建设文化强国的战略目标,同人民群众对档案文化的需求不太相适

As an organic part and an important part of the socialist cultural construction, the construction of archives culture should be strengthened and valued. At present, the overall level of archives and cultural construction is still relatively low. Along with the level of economic development, it is not in the same place as the strategic goal of building a cultural power and the demand of the masses for the archival culture
