业已进行13年的中国经济体制改革,从实质上说,是对高度集中的计划经济体制的改革。这一改革的基本方向,在于按照社会主义有计划商品经济的要求,建立计划经济和市场调节内在统一的经济运行机制。13年来,我国理论和实际工作者就计划和市场的关系问题进行了深入的探索。评论13年来计划和市场关系的探索,似乎可以用这样两句话概括:方向虽已明确,道路尚未开通。
The 13-year reform of China’s economic structure has, in essence, been a reform of the highly centralized planned economy. The basic direction of this reform lies in establishing an economic operation mechanism that is inherently unified in the planned economy and market regulation in accordance with the requirements of a socialist planned commodity economy. In the past 13 years, theoreticians and practical workers in China conducted an in-depth exploration on the relationship between planning and the market. Commentary The exploration of planning and market relations over the past 13 years seems to be summed up in two sentences: Although the direction is clear, the road has not yet opened up.
