从理论上分析了产品收益分成、一次付款外包、分期付款外包、研发团队入驻企业、复合方式五种分配契约对协同创新效率的影响差异。发现分期付款外包契约却是目前集群企业产学研协同创新实施最多、最为有效的一种契约形式。因此,对于政府来说,短期应该通过设置“递减式”引导基金配合分期付款的固定报酬支付契约实现对协同创新的充分激励,长期则应积极创造条件推动收益分成剩余分配契约模式的推广,最大限度地激发社会创新活力。
This paper theoretically analyzes the differences in the efficiency of collaborative innovation among the five types of distribution contracts, including product revenue sharing, one-off payment outsourcing, installment payment outsourcing, R & D team relocation enterprises, and composite modes. It is found that the contractual outsourcing contract is the most effective and most effective form of contractual co-innovation among cluster enterprises. Therefore, for the government, the government should guide the fund in the short term by introducing a fixed-payment contract with installment payment to realize the full incentive to cooperative innovation. In the long term, the government should actively create the conditions to promote the distribution of the revenue-sharing residual distribution contract , To maximize the vitality of social innovation.
