各省、自治区、直辖市建委(建设厅),计划单列市建委,试点企业所在城市建委,各试点企业:根据国务院关于开展现代企业制度试点工作的部署和要求,结合房地产业的实际情况,建设部确定了一批试点工作,现根据党的十四届三中全会的《决定》和国务院建立现代化企业制度试点工作会议的精神以及《公司法》等法规,结合房地产业的特点,提出如下指导意见。一、试点的目的通过二年左右的努力,把试点企业改建为产权清晰、权责明确、政企业分开、管理科学的现代企业,成为面向国际、国内两个市场的法人实体和合格的市场竞争主体,为房地产行业的企业改革提供有益的经验。
