20世纪80年代,我国中小企业普遍存在着“活跃度高,生存率低,创新意识强,管理水平弱”的现状,主观上急需一种优化的支持环境来扶持中小企业的发展,以提供创业服务环境、培育中小企业、繁荣地方经济为目的的一种新型社会经济组织—科技企业孵化器应运而生。经过了24年的探索实践,我国科技企业孵化器取得了高速发展,在将科技转化为现实生产力方面做出了突出贡献,在培育自主知识产权、促进发展高新技术企业的成长等方面都发挥了生力军的作用。
