1964年年初我们通过学习解放军、学习大庆油田的先进经验,在提高认识的基础上,根据厅党委决定,在公路基本建设中采取了集中优势兵力,保证重点,打歼灭战的方针;达到竣工一个,投产一个,使三项重点工程从三月份开始,至七月份即基本结束。通过公路基本建设的歼灭战,我们有如下几点体会:一、必须正确选择歼灭战的重点1964年公路基建任务较大,且工程分散,技术比较复杂,要求竣工的时间又快。在我们施工力量薄弱,施工机械与主要材料还不能完全满足的情况下,就根据厅党委的指示,选择在政治、经济意义较大而施工力量、设计文件等基本落实的三个重点,作为打歼灭战的对象。
