一、为了进一步贯彻中共中央关于深翻及改良土壤的指示,我厅决定在去年下半年全省土壤普查的基础上,今春开展一个以人民公社为单位的群众性土壤普查运动,要求人民公社和县以上各级党委在摸清土地资源和土壤底细的同时,制定出土壤利用规划,农业生产的全面远景规划,以及深翻改土,因土因苗施肥的措施规划,以迎接1959年的更大跃进。 为了迎接中央在我省召开北方省份土壤普查现场会议,也为了推动全省土壤普查工作,决定在阳高、山阳两县进行试点,作为现场会议的地点。我厅拟派两个工作组,分赴阳高、山阴协助工作。

In order to meet the Central Government held a site survey of soil census in the northern provinces in our province and also to promote soil census in the province, it was decided to conduct a pilot project in Yanggao and Sanyang counties as the venue for on-site meetings. Our department plans to send two working groups to go to Yanggao and Shanyin to help work.
