1988年4月25日四川石油管理局天然气研究所张治林等一行五人在成都与美国随煤气代表团访问我国的 IGT 院长李行恕博士进行了技术座谈。李博士介绍:该院创建于1941年,是非营利性的科研机构。全院270人中技术人员50％,硕士学位以上的有50多人,以往从事与煤气工业有关的研究,培训技术人员,60年代以后逐步转入能源开发研究。也接受各公司委托的项目,按合同收取费用。每年科研经费由联邦政府拨款。
