针对我国信息服务业的现状和不足,提出我国信息服务业在21世纪分两步走的战略构想:第一步,建成全国宏现数据库和微观信息系统的整体布局,形成一个完善的信息服务体系,其产值达到信息产业的1/2。第二步,使我国信息服务业的重点完全转向电子信息资源,以传统信息资源为辅,实现信息网络化服务,最终达到国际信息服务业的水平,产值占GNP的40％以上。
In view of the status quo and shortcomings of China’s information service industry, this paper proposes a strategic plan for China’s information service industry in two steps in the 21st century. The first step is to build the overall layout of the national macro database and micro information system to form a sound information service system , Its output value reached 1/2 of the information industry. The second step is to make the focus of China’s information service industry completely shift to electronic information resources, supplemented by traditional information resources, to achieve information network services and finally reach the level of international information service industry, with the output value accounting for over 40% of the GNP.
