我国的热带森林物种丰富,成分和结构复杂,对于工业和栽培业的发展和科学研究有重大的价值。但是这些热带天然林(除台湾省森林外)目前已日益缩减,许多珍稀的物种濒危甚至濒于灭绝。现存的热带天然林及其次生林需要我们去保护和发展。 (一)对自然保护区和濒危物种采取应急的保护措施;开展濒危植物种质资源收集、保存和利用的研究; (二)建立海南南部、南昆山、西双版纳三处国家森林公园; (三)划出占热带森林总面积35—40%的森林为保安林; (四)建立热带针叶树和热带阔叶树种的改良试验站(或中心); (五)划出占总林地10—15%的林地建立高产用材林,并努力使森林的两种职能分离; (六)建议发展南亚松、思茅松、红柳桉类(娑罗双类Shorea spp.)、柚木等树种; (七)鼓励办户或联户林场,承包国家荒山造林,制定对造林的长期鼓励政策。
The richness, complex composition and structure of tropical forests in our country are of great value to the development and scientific research of industry and cultivation. However, these tropical natural forests (except the forests of Taiwan Province) have been shrinking at present and many rare species are endangered or even endangered. The existing tropical natural forests and their secondary forests need us to protect and develop. (1) to take emergency protection measures for nature reserves and endangered species; to carry out research on the collection, conservation and utilization of endangered plant germplasm resources; (2) to establish three National Forest Parks in southern Hainan, Nankunshan and Xishuangbanna; (3) (4) to establish improved test stations (or centers) for tropical conifers and tropical broad-leaved species; and (5) to draw up 10-15% of the total forest land Establish a high-yield timber forest and strive to separate the two functions of the forest; (vi) it is proposed to develop species such as southern pine, cedar pine, red willow (Shorea spp.), Teak and other tree species; Household forest farms, contracting barren hills afforestation, development of long-term incentives for afforestation policy.
