以服务为宗旨,以就业为导向的高等职业教育近年取得了快速发展。2004年全国普通高等教育招生447万人,其中本科210万,高职237万;全国普通高等学校1731所,其中本科684所,高职1047所,高等职业教育已在我国高等教育系统中占据了不可忽视的重要地位。然而同样不可忽视的是,高等职业教育院校办学条件普遍薄弱,办学基础普遍较浅,内涵建设严重不足,反映出的质量问题值得高度重视。要实现职业教育的快速健康持续发展,就必须坚持以质量为核心,质量管理就是其中的重要环节。建立教育管理质量模式、全面质量管理模式“双模式”有机结合的高职质量管理体系.将有助于提升高等职业教育的办学水平和人才培
