中国社科院经济研究所李成勋研究员最近提出:应确立“民生产业”这个新概念。他指出,人类的进步依赖于经济的发展;经济的发展依赖于社会的稳定;社会的稳定又在于民生的保障。所以,应该确立“民生产业”这个新概念.相应地在政府有关部门制定的产业分类中也应确认这类产业。他指出,一切产业归根到底都直接或间接地同民生有关。因此,民生产业的概念需要加以界定。他认为养定的依据有二:一是民生产业应该是直接而不是间接地同人民生活有关的产业;二是民生产业必须是是人民的基本生活需要而不是非基本生活需要直接相关的产业。
Researcher Li Chengxun of Institute of Economic Research, Chinese Academy of Social Sciences recently proposed that a new concept of “people’s livelihood industry” should be established. He pointed out that the progress of mankind depends on the development of economy; the development of economy depends on the stability of society; and the stability of society lies on the guarantee of people’s livelihood. Therefore, we should establish a new concept of “livelihood industry.” Accordingly, such industries should also be identified in the industrial classification formulated by the relevant government departments. He pointed out that all industries are directly or indirectly related to people’s livelihood in the final analysis. Therefore, the concept of livelihood industry needs to be defined. He believes that there are two reasons for the establishment of the foundation: First, the livelihood industry should be an industry directly and indirectly related to people’s livelihood; secondly, the livelihood industry must be the basic needs of the people rather than those directly related to non-basic necessities of life.
