随着有线广播电视的发展,越来越多的图文及视频信息实行了有偿服务。目前大多数有线广播电视收费均采用人工定期(不分频道)收费,或银行定期代扣方式。虽然现在已经出现了某些磁卡、IC卡有线电视收费系统,但基本上都是全频道整体、定期按次预收费或事后收费,无法进行按用户选择实际收视频道及实际收视时间,进行预收费或实时收费。IC卡的广泛应用及其技术的日益成熟和完善,使真正根据用户实际收视频道及实际收视时间,进行实时收费成为现实。即:有线电视可以有多个不同收费率的电视频道,用户选择某个收费频道,收费器自动根据该频道的收费率和实际收视时间进行计费并从IC卡中扣出。
