腐败现象的产生有着深刻的社会、历史等原因,其中重要的因素就是改革过程中新旧体制并存、相关政策法规不健全不完善、缺乏有效的制约和监督。正是在这样的背景下,中央适时提出了领导干部收入申报、礼品登记、国有企业实行业务招待费使用情况向职代会报告等三项制度。勿庸置疑,落实好这三项制度,就等于在广大党员干部中构筑起了反腐倡廉的第一道防线。石家庄市的实践有力地证明了这一点。目前,该市三项制度已基本执行到位,全市413个县处级单位全部执行了收入申报制度,8000多名党员干部申报正常工资福利以外的收入金额共计55.73万元。已有4700人次进行了礼品登记,折款总金额近60万元。在落实国有企业招待费使用情况向职代会报告制度方面,执行到位率达94%,超过全国平均
The emergence of corruption has profound social, historical and other reasons.
